Criminal Justice Reform Perspectives and Practice by Judge Cronin

The Honorable Martin Cronin spent more than two decades as a judge on the Superior Court of New Jersey, where he presided over hundreds of adult and juvenile detention hearings and numerous motions for pretrial release based on alleged noncompliance with statutory speedy trial requirements. He served on the Supreme Court’s Joint Committee on Criminal Justice, which recommended systemic reforms in New Jersey’s pretrial system. From 2011 until his retirement in 2022, he served on the Criminal Practice Committee, recommending court rules to implement these ongoing reforms. Judge Cronin is also a guest lecturer at Rutgers Law School..

 Judge Cronin will speak to the Criminal Law Section on New Jersey’s Criminal Justice Reform (CJR). As an early advocate for the reform, he will speak about the experience of bringing a pretrial system to New Jersey based on dangerous and flight, not money, as well as the drafting of the early rules for the system. He will then discuss concrete tips for practitioners on how to be an effective advocate at the detention hearing and other CJR hearings. And finally, he will discuss the current threat to New Jersey’s CJR system and why it is premised on falsehoods.

The CLE presentation will be followed by a brief business meeting for the members of the Criminal Law Section.
