Public Utilities: Ratepayer Affordability Policies and Proposals in New Jersey and Beyond

A three-speaker panel will discuss current affordability initiatives in New Jersey and compare them to indicatives being introduced or implemented in  other parts of the country.  In June 2025, the NJ Board of Public Utilities issued an order making changes to the Universal Service Fund including raising the minimum and maximum benefit for eligible ratepayers and it ordered NJ utilities to increase their USF enrollment.  It also required  increased outreach by the utilities for these programs. The BPU estimated that these additional efforts and increased benefits will have an overall rate impact of $28 million.      

Maureen Clerc is a Staff member at the BPU in the Division of Customer Assistance and will speak about this order and other policies the BPU is currently implementing to address the issue of ratepayer affordability. Roger Colton is a consultant for the New Jersey Division of Rate Counsel and he has worked for thirty years researching, speaking and testifying concerning where utilities and poverty issues intersect.  He will address affordability initiatives in New Jersey as well as provide an overview of indicatives in other jurisdictions from the ratepayer perspective. Chuck Rea is Vice President of Regulated Price and Affordability at American Water.  He will talk about current affordability initiatives at NJ American Water and also provide an overview of various affordability initiatives carried out by American Water in other states from the utility perspective.
