The New Jersey Judiciary is taking steps to resume and expand the Domestic Violence Economic Mediation (DVEM) program. In 2020, The Judiciary suspended the program that existed in six counties as well as statewide expansion due to the Covid-19 pandemic. The DVEM program permits trained economic mediators to mediate economic issues in certain dissolution matters where a domestic violence final restraining order exists between the parties. The program will resume October 1, 2023 in the six counties where it originated (Essex, Mercer, Middlesex, Morris, Ocean, and Somerset) and will be implemented statewide effective January 2, 2024.

To serve as a domestic violence economic mediator, mediators must be approved and listed on the Judiciary’s Roster of Mediator’s for Economic Aspects of Family Law Cases and take domestic violence mediation training. This two-day course will include techniques for conducting mediation when there is a final restraining order between the parties and the dynamics of domestic violence including power and control, progress of abuse, cycle of violence and issues relating to victims and perpetrators.

Topics include:

  • What is domestic violence?
  • The dynamics of an abusive relationship
  • A survivor’s video and debrief
  • An overview of Intimate Partner Violence (IPV and five typologies of IPV)
  • The power and control wheel
  • Why victims stay
  • Demonstration of mediation sessions with the survivor and perpetrator
  • Addressing power Imbalances
  • Simulation Exercises
