Hon. James J. DeLuca, JSC (Ret.)

is counsel at Harwood Lloyd LLC in Hackensack and Ridgewood, New Jersey, and New York City, and brings 45 years of legal experience to the firm’s Alternate Dispute Resolution and Mediation Group. He focuses in mediation and arbitration services, and also manages complex litigation, including serving as a Special Discovery Master and Special Fiscal Agent and/or Receiver. Appointed to the New Jersey Superior Court in 2015, he served in the Law and Chancery Divisions and sat in Hackensack, New Jersey, prior to his retirement.

Judge DeLuca is admitted to practice in New Jersey, New York and North Carolina. Prior to being appointed to the bench, he was a Partner in Okin, Hollander & DeLuca, LLP, where he represented clients in commercial litigation, bankruptcy, arbitrations and mediations. He is a frequent lecturer on chancery and probate matters.

Judge DeLuca is a graduate of Queen’s College (City University of New York) and Notre Dame Law School.

Admitted to practice in New Jersey and before the United States District Court for the District of New Jersey, Ms. Manes is a member and Past Chair of the New Jersey State Bar Association’s Solo-Small Firm Section and a member of the NJSBA’s Elder and Disability Law Section and Education Law Committee, as well as the New Jersey Special Education Practitioners. She is a member of the Union County Bar Association, serves as Co-Chair of the Association’s Trusts, Estates and Elder Law Committee and is a member of the Union County Probate Early Settlement Panel. A member of the Board of Directors of Don’t Hide It, Flaunt It!, Ms. Manes is Past President of the Planned Lifetime Assistance Network of New Jersey, Inc., which provides lifetime advocacy for people with special needs. She is a member of the Special Needs Alliance, a national organization of attorneys who work with families with special needs.

Ms. Manes served as a hearing panel chair for the State of Delaware Department of Education, overseeing special education hearings. She has lectured on special needs children in divorce topics for CLE courses and for community groups, and has raised puppies for The Seeing Eye since 2012. She is the recipient of several honors.

Ms. Manes received her B.A., cum laude, from Brandeis University, where she was the recipient of several awards and inducted into Pi Sigma Alpha. She received her J.D. from the University of Michigan Law School, where she was a member of the Environmental Moot Court Team, won the Best Oralist award and was the Coordinating Editor of Production of the Michigan Journal of Gender and Law.

She has also lectured on developments in Olmstead-related case law, mental health parity, and Medicaid home and community-based services for married couples at national conferences.

Certified as an Elder Law Attorney by the ABA-accredited National Elder Law Foundation, is counsel to Porzio, Bromberg & Newman, P.C. in Morristown, New Jersey, where she concentrates her practice primarily in elder and disability law, including long-term care, government benefits planning and advocacy, estate and trust administration, and estate planning. She counsels the aging and disabled or their families regarding the goals of having sufficient health care coverage, the ability to age in place and preserving assets against possible long-term care costs.

Admitted to practice in New Jersey and Pennsylvania, and before the United States District Court for the District of New Jersey, Ms. Siclari is also a Veterans Administration Accredited Attorney.
