- Emeka Nkwuo, Esq.
- Lomurro Law, Freeholdis a Partner in Lomurro, Munson, Comer, Brown & Schottland, LLC in Freehold, New Jersey, and a trial attorney who focuses in criminal and civil litigation. In his criminal practice he represents clients who are charged with offenses in criminal, municipal and juvenile court; and in his civil practice he represents clients who were injured due to the negligence of others.
Admitted to practice in New Jersey and Pennsylvania, Mr. Nkwuo formerly served as an assistant public defender in Monmouth County, where he represented clients charged with offenses in criminal court and also served as the public defender in Monmouth County Drug Court. He is a member of the New Jersey State Bar Association, the Monmouth Bar Association and its Diversity Committee, and the District IX Ethics Committee. He is a Trustee of the New Jersey Association of Criminal Defense Attorneys.
Mr. Nkwuo is a member of the Haydn Proctor American Inn of Court and has lectured at the New Jersey Association of Justice’s Boardwalk Seminar. He is the recipient of several honors.
Mr. Nkwuo received his undergraduate degree from Rutgers University and his J.D. from Widener University School of Law. He clerked for the Honorable Richard W. English, J.S.C., Criminal Division, Monmouth County.

- Tamra Katcher, Esq.
- Rem Weis Katcher Duarte, Attorneys At Law, Hackensackis a Partner in Rem Weis Katcher Duarte, Attorneys at Law, in Hackensack, New Jersey, where she concentrates her practice in criminal defense litigation, including minor criminal matters, DWI and motor vehicle offenses.
Ms. Katcher is a former Assistant Prosecutor with the Essex County Prosecutor’s Office and the City of Newark. In the latter position she assisted in organizing and supporting the City’s Quality of Life Program as well as working with the Port Authority Police to prosecute illegal limousine activity at Newark Airport. She has served as an adjunct professor for the Criminal Justice Departments at Kean University, the County College of Morris and the College of St. Elizabeth, and has been a Senior Instructor for Garden State CLE since 2012.
Ms. Katcher received her B.S. from Miami University and her J.D. from New York Law School. She interned at the Essex County Prosecutor’s Office. - Peter H. Lederman, Esq.
- Lomurro Law, FreeholdCertified as a Municipal Court Trial Attorney by the Supreme Court of New Jersey, is a Shareholder in Lomurro, Munson, Comer, Brown & Schottland, LLC in Freehold, New Jersey. For the past 35 years his practice has been limited to representing defendants charged with Driving While Intoxicated and related municipal court offenses. He was involved in two key cases, State v. Chun and State v. Foley, which determined the use of the Alcotest 7110 MK-III breath test device.
Admitted to practice in New Jersey and before the United States District Court for the District of New Jersey, Mr. Lederman is Chair of the Middlesex County Bar Association Ad Hoc Committee on Municipal Court Reform, Past Chair of the New Jersey State Bar Association Municipal Court Committee and Past Co-Chair of the Middlesex County Bar Association Municipal Court Committee. He has lectured at the Jersey State Bar Association’s Annual Convention and the NJAJ Boardwalk Seminar, and also speaks for ICLE and at numerous seminars presented by local bar associations. He authors a bi-monthly op-ed column on municipal courts for the New Jersey Law Journal and in 2006 was the recipient of the Outstanding Municipal Court Practitioner of the Year bestowed by the Middlesex County Bar Association.
Mr. Lederman received his B.A. from Franklin and Marshall College and his J.D. from Fordham University School of Law. - Sophia M. Shalaby, Esq.

Ms. Shalaby is admitted to practice in New Jersey and New York, and before the United States District Court for the District of New Jersey. She is a member of the New Jersey State Bar Association.
Ms. Shalaby received her undergraduate degree from Rutgers University, attended St. Thomas University School of Law and received her J.D. from New York Law School.

- Citta, Holzapfel & Zabarsky, Toms Riveris a Partner in Citta Holzapfel Zabarsky in Toms River, New Jersey, where he concentrates his practice in municipal prosecution, elder law, municipal law, Workers’ Compensation and general practice matters. He has prosecuted in more than 20 jurisdictions in Monmouth, Ocean and Burlington Counties in the past six years.
Admitted to practice in New Jersey, Mr. Wilkie was an associate with the firm from 2017-2022. He has lectured at the annual New Jersey Judges’ Conference and the annual New Jersey State Bar Association Conference on criminal matters.
Mr. Wilkie received his B.A. from Susquehanna University, where he was elected to Tau Kappa Epsilon, and attended the University of South Dakota School of Law. He received his J.D. from Rutgers University School of Law-Camden, where he was a member of the Rutgers Energy Law Society and President of the RU Subchapter of the Association of International Petroleum Negotiators. He was Judicial Law Clerk to the Honorable Honora O’Brien Kilgallen in the Monmouth Vicinage, Criminal Division.
