Rebecca Moll Freed, Esq.
K&L Gates, Newark
is a Partner at K&L Gates in Newark and a member of the Government Contracts and Procurement Policy practice.

Prior to her current position, Rebecca was the Chair of the Corporate Political Activity and Non-Profits, Trade Associations and Tax-Exempt Organizations Practice Groups at Genova Burns.

She is an expert on New Jersey pay-to-play laws and advises clients on the impact that a political contribution may have on their eligibility for state, county and/or municipal government contracts.

Admitted to practice in New Jersey and New York, and before the United States District Court for the District of New Jersey, Ms. Freed is Board Counsel to the Women’s Political Caucus of New Jersey. She also serves as the President of the Newark Academy Board of Governors and as a member of the Newark Academy Board of Trustees.,Ms. Freed has lectured extensively on New Jersey’s pay-to-play prohibition and disclosure laws on the state and local levels. Ms. Freed’s articles have appeared in the New Jersey Lawyer, the New Jersey Law Journal, New Jersey League of Municipalities Magazine and other publications. In 2014 she was honored as a “Woman of Distinction” by the Newark Academy for her contributions to the legal industry and to the community, and in 2016 was the recipient of the Mary Philbrook Award bestowed by the Women’s Political Caucus of New Jersey. More recently, Ms. Freed was named to the following lists: Top Woman in the Law by the New Jersey Law Journal (2016), Lawline Top Women Faculty List (2016), NJBiz Best 50 Women in Business (2019), Executive Women of New Jersey, Salute to the Policy Makers (2022) and ROI-NJ - Influencers Women in Business (2022-2023).

Ms. Freed received her B.A., magna cum laude, from Tufts University and her J.D. from Georgetown University Law Center.

is Municipal Technical Advisor and Procurement Specialist, State of New Jersey, in Trenton, New Jersey. She is also Managing Partner in Cirrus Fiscal Strategies and a former State Fiscal Monitor.

Holding the Qualified Purchasing Agent and Registered Public Purchasing Official designations, Ms. Meade has served as Northeast Regional Vice President and Chair of the International Committee for the International City/County Management Association (ICMA). She has served as Township Manager for the Township of Livingston, Township Administrator for the Township of Maplewood and Assistant Township Administrator for Freehold Township. She is the recipient of the Young Professional of the Year Award bestowed by the New Jersey Municipal Management Association.

Ms. Meade received her B.A. from Fairleigh Dickinson University, where she was elected to Omicron Delta Kappa, and her M.P.A., magna cum laude, from the New York University Robert F. Wagner Graduate School of Public Service.

is Director of Compliance, New Jersey Election Law Enforcement Commission (ELEC) in Trenton, New Jersey. She manages the operation of the compliance programs for the agency, which includes intake of reports filed by the regulated community, review of the reports filed, communication with the regulated community and disclosure to the public. The compliance division handles all required quarterly and election cycle campaign finance reports, personal financial disclosure forms, annual lobbying financial reports, governmental affairs agents’ quarterly reports, business entity disclosure reports and all reporting required for the gubernatorial public financing program.

Ms. Olivo received her undergraduate degree from Richard Stockton College of New Jersey and her J.D. from Rutgers University School of Law-Camden.

On April 3, 2023, New Jersey Governor Phil Murphy signed the Elections Transparency Act (ETA) (Bill No. A4372/S2866) into law. Sponsored by Senate President Nicholas P. Scutari, Assemblyman Louis D. Greenwald, and Assemblywoman Carol A. Murphy, the ETA massively overhauls the state’s campaign finance and pay-to-play laws, among other things. The ETA is the first major change to New Jersey’s campaign finance and pay-to-play laws in almost two decades and will greatly affect the way political campaigns and public contracts are managed in the state. Hear from a top-notch panel everything you need to know about the ETA and its impact on the procurement process.
